CHIEF Programme

Collaborative Health Information European Framework

The Collaborative Health Information European Framework (CHIEF) is a European Commission funded initiative to propose a framework for the sustainable and periodic collection of comparable non-communicable disease indicators across Europe.

CHIEF conceptual architecture: local data stewardship, harmonisation and interoperability, federated analytics, governance and privacy, and public-health intelligence and policy.

CHIEF sees the indicator process as a tool within a more comprehensive learning health system for long term quality improvement. A learning health system incorporates a continuous feedback loop that first of all translates existing current practices into data, then uses those data to generate knowledge, which is afterwards used to update practices. In this way the system is able to evolve into an effective and evidence-based structure to the benefit of all associated entities. CHIEF built this approach on the ideas successfully demonstrated in a stream of EU co-funded projects, in particular BIRO and EUBIROD.
